The SDMPO is releasing proposed amendments to the 2040 Metropolitan Transportation Program (MTP) and the 2019-2022 Transportation Improvement Program (TIP) for public review and comment.  The MTP is a comprehensive planning document which will guide the development of transportation facilities and services over the next twenty-five (25) years to best serve citizens within Grayson County.  The TIP contains a listing of projects which the SDMPO intends to pursue over the four (4) year period.  The public involvement/comment period for the proposed amendments will also satisfy TAPS’s public participation requirement for the Program of Projects (Section 5307 Funds).  The proposed amendments can be found below:


In addition, the SDMPO will host two (2) public meetings.  The first public meeting will be held on Wednesday, August 15, 2018 at 5:00pm in the Grayson County Courthouse Assembly Room, 100 W. Houston St., Sherman, TX 75090.  The second public meeting will be held on Wednesday, August 22, 2018 at 9:00am in conjunction with the SDMPO Technical Advisory Committee (TAC) meeting and will be located at the TxDOT Sherman Area Office, 3904 S U.S. 75, Sherman, TX 75090.

Comments may be submitted at the public meetings, by email to: or submitted by U.S. Mail to 
SDMPO, 100 W. Houston St., Suite G1, Sherman, TX 75090.  All comments must be received by 5:00 pm on September 3, 2018 to be included in the public record.  The proposed amendments will be placed before the SDMPO Policy Board at its Wednesday, September 5, 2018 meeting for approval.

The Sherman-Denison Metropolitan Planning Organization (MPO), Grayson County, Texas, is advertising for SEALED PROPOSALS for the professional services to develop the 2045 Metropolitan Transportation Plan.

Copies of the REQUEST FOR PROPOSAL (RFP) are available at the Sherman-Denison MPO office, 100 W. Houston St., Suite G1, Sherman, Texas, or can be found by clicking HERE.

The MPO will accept proposals until 2:00 P.M. (CDT), August 16, 2018, at which time the proposals will be publicly opened and acknowledged.  The Sherman-Denison MPO reserves the right to accept or reject any and all proposals, and to award the contract based on negotiations under LGC 262.

ADDENDUM 1: The following shall be added to the conclusion of Section 2.5: "The scope of services for the update to the Bicycle and Pedestrian Plan shall be extended to include all of Grayson County and shall include the following elements:

  • Assessment of existing bicycle and pedestrian facilities;
  • Identify safe school access needs;
  • Identify potential intercity trails;
  • Recommend performance measures for alternative transportation systems;
  • Identify potential transportation alternatives funding sources; and
  • Prepare a map of existing and proposed conditions.
A separate "Notice to Proceed" shall be issued for the update to the bicycle and pedestrian plan.  The MPO reserves the right to modify the Scope of Services as needed."

2 Is it acceptable to submit a cover letter or will that be counted against the proposal page count? Please reference Section 6.10.
3 Where should the items required in Sections 8.3 of the RFP be addressed in the proposal? The highest ranked proposal will be asked to submit any documentation necessary to ascertain that they are eligible for award.  Should the highest ranked proposal fail to meet these requirements, the seconded highest ranked proposal will be evaluated and so on until a qualified proposal is selected.
4 Where should the items required in Sections 9.1 of the RFP be addressed in the proposal? Section 9.1 are provisions that the successful respondent must comply with.
